Bill R. Palmer was the judge for the 451st District Court in Texas. He was appointed by Gov. Greg Abbott (R) in 2016. Palmer was previously the judge of the Kendall County Court at Law. A 2015 state law created the 451st District Court and eliminated the Kendall County Court at Law.[1]
