Clemmer says 35% of lottery proceeds should go to scholarships, proposes amendment

BENTON, Arkansas: Republican state representative Ann Clemmer introduced an Arkansas Lottery Proceeds for Scholarships Amendment (HJR-1005) on February 8 as a proposed state constitutional amendment.[1]
If approved, HJR 1005 will require that 35% of the proceeds of sales from the state's state-run lottery be set aside for scholarships.[1]
In 2010, the Arkansas lottery was paying out 22% of its proceeds for scholarships.[2]
According to Section 22 of Article 19 of the Arkansas Constitution, a simple majority vote of the membership of both chambers of the state legislature will be required to place Clemmer's proposal before voters.
