Phillips ran for election to the 14th District Court.
Primary: He was defeated in the primary on June 24, 2014, receiving 14.6 percent of the vote. He competed against Sharon Holmes, Marijo Copeland, and Tanya N. Wilson.

Education
Phillips received a bachelor's degree in physical and biological anthropology from the University of Pittsburgh in 1974. He graduated from the University of Oklahoma College of Law with his J.D. in 1990.[3]
Career
Phillips has been an assistant public defender in Tulsa County since 2003.[4][3]
