Iowa Spending Limits, Amendment 1 (June 1999)
The Iowa Spending Limits Amendment, also known as Amendment 1, was on the ballot in Iowa on June 29, 1999, as a legislatively referred constitutional amendment. It was defeated. The measure would have required the governor and the legislature to approve budgets for general fund expenditures that were no more than 99 percent of estimated revenues. The measure also would have required that only 95 percent of new revenues be included in general fund expenditures.[1][2][3]
