The Kansas "Rainy Day" Fund Amendment did not make the 2012 ballot in the state of Kansas as a legislatively referred constitutional amendment. The measure would have created a rainy-day fund that state legislators could use when projected state revenues fall below the previous year’s income. Another provision of the proposal mandated that the state place up to 1 percent of its budget into the fund when a year-end balance of at least 3 percent was reached. If the fund reached 15 percent of the previous year's income, no more money would have been required to be deposited.[1]
Path to the ballot
A 2/3rds vote in both chambers of the Kansas State Legislature is required to refer an amendment to the ballot.
