Maine Initiative and Referendum Petition Procedures, Proposed Constitutional Amendment No. 2 (1975)

The Maine Initiative and Referendum Petition Procedures Referendum, also known as Proposed Constitutional Amendment No. 2, was on the November 4, 1975 ballot in Maine as a legislatively referred constitutional amendment, where it was approved.[1] The measure created a filing deadline of 5 p.m. on the ninetieth day after the recess of the legislature for petitions for referendum. It also created an initiative petition deadline of 5 p.m. on the 50th day after the convening of the legislature in regular session. Additionally, the measure suspended the effective date of any act, bill, resolve or resolution that is contained in a referendum petition. The measure also stipulated that if the governor failed to declare a special election after the submission of a petition, the secretary of state was empowered to do so, instead. The measure also empowered the legislature to establish procedures for determining the validity of written petitions.[2]
