The Maryland Debts by the Mayor of Baltimore Amendment, also known as Amendment 1, was on the November 6, 1934 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure amended the powers of the mayor and city council of Baltimore to borrow money for emergency purposes. The measure also required that in contracting any debt or giving credit, the mayor and city council were responsible for discharging the debt within 40 years.[1][2]
