The Maryland Treasurer Authority to Meet Temporary Deficiencies Amendment, also known as Question 8, was on the November 7, 1978 ballot in Maryland as a legislatively referred constitutional amendment, where it was defeated. The measure would have authorized the state treasurer to make and sell short-term notes in the name of the state in anticipation of the collection of taxes or other revenues, including the proceeds from the sale of bonds, to meet temporary deficiencies.[1]
