Ballot title

The ballot title for Proposal D was as follows:

PROPOSAL D

STATE-WIDE TRANSPORTATION SYSTEMS BONDS

The proposal would:

(1) Authorize the state to borrow the sum of 1.1 billion dollars to finance the planning, acquiring, constructing, and equipping of various land, air, and water transportation systems, other than operating and maintenance expenses; and

(2) Authorize the state to issue general obligation bonds therefor; and

(3) Provide for repayment from the general fund.

Path to the ballot

In Michigan, voter approval is required for state bond issues that exceed 15% of undedicated revenues.

A two-thirds vote is required during one legislative session for the Michigan State Legislature to place a bond issue on the ballot. That amounts to a minimum of 74 votes in the Michigan House of Representatives and 14 votes in the Michigan State Senate, assuming no vacancies. State bond issues require the governor's signature to be referred to the ballot.
