A proposition to approve the Land Use Element proposed by the city council was on the ballot for Monterey Park voters in Los Angeles County, California, on March 3, 2020.[1] It was defeated.

A "yes" vote supported enacting the new Land Use Element of the city's General Plan proposed by the city council, which has changes in land use and building sizes and heights primarily affecting Downtown Monterey Park, East Garvey, Atlantic Boulevard, Mid Atlantic, South Atlantic, North Garfield, South Garfield, Monterey Pass Road, Corporate Center, and Saturn Park.
A "no" vote opposed enacting the new Land Use Element of the city's General Plan proposed by the city council, which has changes in land use and building sizes and heights primarily affecting Downtown Monterey Park, East Garvey, Atlantic Boulevard, Mid Atlantic, South Atlantic, North Garfield, South Garfield, Monterey Pass Road, Corporate Center, and Saturn Park.


City law requires voter approval to change the city's Land Use Element.[1]

A simple majority was required for the approval of Measure II.

Ballot question

The ballot question was as follows:[1]

Shall the Monterey Park 2040 Land Use and Urban Design Element Proposition be adopted?[2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the Monterey Park City Attorney:[1]

Measure II was placed on the ballot by the Monterey Park City Council. Measure II would adopt a new Land Use Element (the “LUE”) for the Monterey Park General Plan (the “GP”).

Under California law, the City’s GP must include seven elements: the LUE; Circulation; Housing; Conservation; Open space; Noise; and Safety. Overall, the GP – particularly the LUE – constitutes the City’s “constitution” for economic, social, and land use development.

In Monterey Park, voter approval is required to adopt or amend the LUE. Voters last considered the LUE in 2001. If approved by voters, the proposed LUE would regulate land uses until 2040.

Generally, the proposed LUE would make some adjustments to land uses; building sizes; and building heights. Such changes would occur primarily in areas identified by the 2001 LUE including Downtown Monterey Park, East Garvey, Atlantic Boulevard, Mid Atlantic, South Atlantic, North Garfield, South Garfield, Monterey Pass Road, Corporate Center, and Saturn Park.

To ensure that the LUE is implemented, Measure II would authorize the City Council to adopt regulations by ordinance. Measure II would also authorize the City Council to amend the LUE and other regulations on its own authority in response to changes in California law.

A “yes” vote on Measure II favors the Measure.

A “no” vote on Measure II opposes the Measure.[2]
