North Dakota Coal Development Impact Trust Fund Referendum, Amendment 5 (1980)
The North Dakota Coal Development Impact Trust Fund Referendum, also known as Amendment 5, was on the November 4, 1980 ballot in North Dakota as a legislatively referred constitutional amendment, where it was approved.[1] The measure provided 15 percent of the state coal severance tax to be placed in a permanent trust fund and administered by the board of university and school lands with authority to make investments and loans as provided by law. The interest earned on the trust fund would be first used to replace uncollected loans and the remaining funds would be placed in the state general fund.[2]
