North Dakota Measure 1 was on the ballot as a veto referendum in North Dakota on September 5, 1978. It was approved.

A "yes" vote supported the passage of Senate Bill No. 2384, thereby keeping the provisions to:

  • authorizing the state board of higher education to sell land that was being used by the Dickinson experiment station at the time;
  • providing for the use of the proceeds of the sale to provide for the purchase of replacement land for the use of the Dickinson experiment station; and
  • authorizing a loan from the Bank of North Dakota.

A "no" vote opposed the passage of Senate Bill No. 2384, repealing the provisions to:

  • authorizing the state board of higher education to sell land that was being used by the Dickinson experiment station at the time;
  • providing for the use of the proceeds of the sale to provide for the purchase of replacement land for the use of the Dickinson experiment station; and
  • authorizing a loan from the Bank of North Dakota.

Ballot title

The ballot title for Measure 1 was as follows:

Referendum of Senate Bill No. 2384 which is an act to provide and authorize the State Board of Higher Education to sell certain land presently used by the Dickinson Experiment Station, to provide for the use of the proceeds of the sale of such land; to provide for the purchase of replacement land for the use of the Dickinson Experiment Station; and to provide authorization for a loan from the Bank of North Dakota; and to declare an emergency, passed by the Forty-fifth Legislative Assembly of North dakota at the regular 1977 session of said Legislative Assembly.

A veto referendum is a citizen-initiated ballot measure that asks voters whether to uphold or repeal an enacted law. This type of ballot measure is also called statute referendum, popular referendum, people's veto, or citizen's veto. There are 23 states that allow citizens to initiate veto referendums.

In North Dakota, the number of signatures required for a veto referendum is equal to 2% of the state's population reported by the last decennial census.

A referendum petition with the required number of signatures must be submitted within 90 days after the legislation being referred was signed by the governor and filed with the secretary of state.
