The North Dakota Open Records Referendum, also known as Amendment 1, was on the November 7, 1978 ballot in North Dakota as a legislatively referred constitutional amendment, where it was approved.[1] The measure required the records of governmental entities and organizations supported in whole or part by public funds to be open to the public unless otherwise provided for by law.[2]
