Ballot title

The ballot title for Injured Veteran Compensation Bond Measure was as follows:

Shall debt be incurred in the amount of twenty-seven million dollars ($27,000,000) to extend the provisions of the Vietnam Conflict Veterans' Compensation Act of 1968 to provide compensation to veterans for time spent in military hospitals, outside of the Vietnam Theatre of Operations, as a result of service-connected wounds, diseases or injuries sustained in the Vietnam Theatre of Operations and for additional funds to insure payment other than hospitalization? 


Path to the ballot

In Pennsylvania, the state government can issue bond issues without voter approval to suppress insurrection, rehabilitate areas affected by human-made or natural disasters, and fund capital projects that do not exceed 175 percent the average annual tax revenues for the previous five years. All other bond issues require voter approval of a ballot measure.
