William J. "Bill" Phalen

William J. "Bill" Phalen is an at-large member on the Calvert County Board of Education in Maryland. He advanced from a primary election on June 24, 2014, to face three other candidates in a general election on November 4, 2014. William J. "Bill" Phalen won the general election on November 4, 2014. He previously served on the board from 1993 to 2010.[1]
Biography
Phalen holds a B.S. in political science and history from the University of Wisconsin at Platteville.[2] He worked as a statistician with the United States Census Bureau prior to his retirement. He is a former president of the Maryland Association of Boards of Education (MABE). Phalen and his wife have three children who graduated from district schools.[3]

The June 24, 2014, primary ballot included incumbents Dawn C. Balinski and Eugene "Gene" Karol as well as challengers Pamela L. Cousins, William J. "Bill" Phalen and Billy Saunders. Balinski, Karol, Cousins and Phalen faced off in the general election on November 4, 2014.
Cousins and Phalen defeated the incumbents in the general election.
