This measure sought to implement a $1 levy, per $100 of assessed property value, in order to help pay off the cities debts. City officials saw a property tax as the best way to secure funds for the city.

The original property tax was repealed by a 1997 ordinance, so implementing a new tax would have created some legal issues with that ordinance. The city council had taken up legal counsel to draft a legal opinion about implementing the new tax and how it would have been applicable with the previous ordinance. The council had also seen if less than $1 would be sufficient for the cities needs.
