Paramount underperform the rest of California when measured on the basis of median household income, percentage of residents living below the poverty level, percentage of residents over the age of 25 with a Bachelor's degree and percentage of residents over the age of 25 with a high school diploma. The median household income in Paramount was $42,831 compared to $61,632 for the state of California. 8.2% of Paramount residents aged 25 years and older attained a bachelor's degree compared to a 30.2 in California. The US Census also showed the poverty rate in Paramount was 21.2% compared to 14.4% for the entire state. Tony Pena is a neighborhood counselor for district school with the Gang Resistance is Paramount organization. He is a graduate of Paramount High School and earned his Bachelor's degree from Cerritos College. He went on to obtain his Doctorate of Dental Surgery from Autonomous University of Guadalajara, Mexico. He is married to his wife Lourdes and they are the parents of four children that attended district schools.[1]

Tony Pena ran against two other candidates, including fellow incumbents Tony Pena and Alicia M. Linden Anderson for three seats in the general election on November 5, 2013. The election was canceled and did not appear on the official ballot.[2]
