Four statewide ballot measures were on the March 20, June 27 and November 6, 1928 ballots in North Dakota.
- Two of the measures were initiated constitutional amendments.
- Two of the measures were legislatively referred constitutional amendments.
- One of the measures was approved and three were defeated.
