Charlton L. Bivins is the former Democratic representative for District 9 on the Clayton County Board of Education in Georgia. He resigned from the position in January 2015.[1]

The November 4, 2014, general election in Clayton County Public Schools featured four seats up for election. Since all Democratic incumbents won the primary election on May 20, 2014, and there were no Republican challengers to face them, they were all running unopposed. They were Pamela Adamson in District 1, Michael King in District 4, Alieka Anderson in District 8 and Charlton L. Bivins in District 9.

Clayton County Public Schools is located in Clayton County, Georgia. The county seat of Clayton County is Jonesboro. Clayton County is home to 259,424 residents, according to the United States Census Bureau.[2] Clayton County Public Schools was the fifth-largest school district in Georgia, serving 52,030 students during the 2013-2014 school year.[3]

Demographics

Clayton County underperformed in comparison to the rest of Georgia in terms of higher education achievement and median household income in 2012. The United States Census Bureau found that 17.5 percent of Clayton County residents aged 25 years and older had attained a bachelor's degree compared to 27.8 percent for Georgia as a whole. The median household income in Clayton County was $42,569 compared to $49,604 for the state of Georgia. The poverty rate in Clayton County was 21.5 percent compared to 17.4 percent for the entire state.[2]
