Torrance Unified School District is a school district in California that serves the city of Torrance, California. It was the 51st largest school district in California, serving 24,229 students in 31 schools during the 2011-2012 school year.[1][2]
About the district
Torrance Unified School District is located in southern Los Angeles County in Torrance, California. It is located in the largest county in California. According to the 2010 United States Census, Torrance is home to 145,438 residents.[3]
Demographics
Torrance outperformed in comparison to the rest of California in terms of higher education achievement in 2011, median household income and percentage of residents living below the poverty level. The United States Census Bureau found that 43.7% of Torrance residents aged 25 years and older had attained a Bachelor's degree compared to 30.5% for California as a whole. The median household income in Torrance was $75,885 compared to $61,400 for the state of California. The poverty rate in Torrance was 7.2% compared to 15.3% for the entire state.[3]

George Mannon is the superintendent of the Torrance Unified School District. He has served in this role since 2005. Prior to serving in this role, he served as superintendent for the Glendora Unified, Tustin Unified, and Carlsbad Unified school districts. He earned a bachelor's degree from the University of Tennessee, a master's degree from Marshall University, and a doctoral degree in education administration from Arizona State University.[6]

Election dates
The Torrance Unified Board of Education consists of five members elected at large to four-year terms. Members were previously elected on a staggered basis every November of odd-numbered years, but the district switched to hold elections in even-numbered years. Board members' terms were extended by one year in order to accommodate the change. The first even-year election was held on November 6, 2018.[8][9]
Budget
From 1993 to 2013, the Torrance Unified School District had an average of $178,137,048 in revenue and $179,764,524 in expenditures, according to the United States Census Bureau's survey of school system finances. The district had a yearly average of $60,848,810 in outstanding debt. The district retired $3,069,571 of its debt and issued $11,398,238 in new debt each year on average.[10]

Academic performance
California's Standardized Testing and Reporting (STAR) program, which includes the California Standards Tests (CST), the California Modified Assessment (CMA) and the California Alternate Performance Assessment (CAPA), measures the achievement of California content standards for grades 2-11. STAR results include English and mathematics in grades 2-11, science in grades 5 and 8-11 and history/social science in grades 8, 10 and 11. In high school, math and science tests reflect the course in which the student is enrolled. There are five STAR benchmarks to indicate a student's proficiency. "Proficient" or "Advanced" indicate that a student is meeting or exceeding state standards, which is the desired achievement goal for all students. The following table compares the percentage of district students who score at a "Proficient" or "Advanced" level with the statewide averages from the 2011-2012 school year.[14]
