Clarke County School District is located in Clarke County, Georgia. The county seat of Clarke County is Athens. Clarke County was home to 116,714 residents in 2013, according to the United States Census Bureau.[2]

Clarke County outperformed the state of Georgia in terms of higher education achievement and underperformed in terms of median household income in 2012. The superintendent of Clarke County School District was Philip D. Lanoue, who held the position from July 2009 until July 2017. He previously served as a principal for 18 years in Massachusetts and Vermont and was also the area assistant superintendent for Cobb County School District. He has his bachelor's degree in secondary education from the University of Vermont, his master's in administration and planning from the University of Vermont and his doctorate in educational leadership from Mercer University. He is also He is also currently an adjunct assistant professor at the University of Georgia in the Educational Administration and Policy program in the Department of Lifelong Education, Administration and Policy.[4]

School board elections

The Clarke County Board of Education consists of nine members elected by geographic district who serve four-year terms. The president of the board is paid $450 per month, and members are paid $300 per month.[5]

Members of the board are elected to four-year terms on a staggered basis. Five seats were up for election on May 20, 2014. Four seats were on the ballot in May 2016.

Public participation in board meetings

The board maintains the following policy regarding public participation in board meetings last revised in 2010:

All meetings of the Board of Education are open to the public except as stipulated by law. It is the belief of the School Board that members of the public should have an opportunity to speak at regular board meetings. Therefore, the agenda for every regularly scheduled board meeting will provide an opportunity for any member of the public to speak, however, the Board President will determine the parameters for public comment.

Members of the public who wish to speak at a regular board meeting must contact the superintendent’s office no later than 4:00PM the day of the regular meeting to be placed on the visitor’s list. To be placed on the visitor’s list, members of the public must provide their name, place of residence and speaking topic. Comments will be limited to 3 minutes and electronic or other forms of presentation are not allowed. However, speakers may leave their name and address to ensure that the superintendent or designee is able to contact the person if needed.

From 1993 to 2013, the Clarke County School District had an average of $125,227,095 in revenue and $122,181,000 in expenditures, according to the United States Census Bureau's survey of school system finances. The district had a yearly average of $35,782,810 in outstanding debt. Academic performance

The Georgia Department of Education administers annual tests to students in grades three through eight called the Criterion-Referenced Competency Tests (CRCT). These tests assess the proficiency of district students in five academic subjects including reading, English language arts (ELA), math, science and social studies. The CRCTs are designed to measure progress by students in topics covered by the Common Core State Standards.
