Romules Durant is the superintendent of Toledo Public Schools. Durant was appointed superintendent in December 2013. Durant's previous career experience includes working in the district as a teacher, administrator, and assistant superintendent.[1]

School board

The Toledo Public Schools Board of Education consists of five members elected to four-year terms. Members are elected at-large.[2]

Members of the Toledo Public Schools Board of Education are elected at large to four-year terms. Elections are held in November of odd-numbered years.

Three seats on the board are up for general election on November 4, 2025. The filing deadline for this election was August 6, 2025.

Public participation in board meetings

The Toledo Public Schools Board of Education maintains the following policy on public testimony during board meetings:[3]

Public Participation at Board Meetings

The Board desires citizens of the District to attend its sessions so that they may become better acquainted with the public schools and so that the Board may hear the ideas and wishes of the public. All meetings of the Board and Board-appointed committees are open to the public.

In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, the agenda will set aside time when individuals, school related organizations, or other groups may comment or make presentations.

Procedures for Providing Public Input:

Any individual or group wishing to speak must first register with the Treasurer/designee. The Board requires that an individual or group submit a request in writing, by fax, or by e-mail to the Treasurer/designee no later than noon the day before the meeting. This request must include: the name of the individual or group wishing to speak, the affiliation with the District, and the topic that will be addressed by each speaker or group..

All requests are subject to review and approval by the Superintendent and the Board President. No individual or group will be discriminated against based on their identity or viewpoint. However, the Board may confine their meetings to specified subject matter.

Allotted Time for Speakers:

Public comment at each regular Board meeting will be limited to thirty (30) minutes. Each individual or group who is registered to speak shall have up to three (3) minutes to address the Board, unless the time for public comment has elapsed. Groups must appoint a spokesperson to address the Board. Further, the Board has limited discussion to fifteen (15) minutes per topic, except as additional time is granted.

The Board President has the discretion to modify the time limits outlined above. The Board President may, if requested by the public, schedule a special meeting for the purpose of hearing public comment on a specific topic.

Relevant Topics:

Except as otherwise indicated in this policy, speakers may only address the Board on topics which are related to the work of the Board.

The following topics or speakers will not be permitted during public comment:

1. Solicitations: Consistent with Board Policy KI – Public Solicitations in the Schools, no speaker may sell or offer for sale within school buildings or on school property any articles or services or solicit contributions except those approved by the Superintendent or the Board. This does not prohibit any school fundraising activity authorized by the Superintendent or other appropriate building administrator.
2. Legal Matters: Discussion of matters currently under legal review will not be permitted. Speakers should not engage in discussion, or address the Board, regarding issues that are currently in litigation or any other quasi-judicial actions, including any matters before an administrative body. Further, the Board will not accept comment on a matter that, because of its nature, is deemed appropriate to be discussed in executive session or is otherwise to be treated as confidential under the law or Board Policy.
3. Student or Employee Discipline Matters: In order to protect the confidentiality of our students and staff, in accordance with state and federal law, speakers may not address the Board on any issues pertaining to student or employee discipline, or any other pending or ongoing investigations, until the Board has taken an official action and all appeals have been exhausted. Thereafter, comments will only be permitted where required by law, and neither the student nor staff member may be referred to by name.

Staff Comment:

District staff may not comment on individualized personnel matters during public comment. TPS provides ample alternative channels for communication and any grievances or complaints should be handled in accordance with Board Policy and any applicable Collective Bargaining Agreement, and through the proper administrative channels.

Further, District employees are generally not permitted to speak during public comment, pursuant to his or her official job duties, regarding matters within the scope of their employment. This policy in no way limits public employees right to speak during public comment as a private citizen on matters of public concern, subject to the same rules governing all other speakers.

Decorum:

When addressing the Board, the speaker will direct questions to the Board President. The President or a Board member may ask a speaker questions in order to clarify the discussion. No speaker will make comments – either favorable or unfavorable – that identify employees or students by name. Instead, community members who desire to make a complaint or comment about an individual employee are encouraged to complete and submit the District’s Public Complaint Form, and follow Board Policy KLD and KLD-R.

During public comment, the Board President may:

1. prohibit public comments that are frivolous, repetitive, potentially defamatory, obscene, constitute a true threat, and/or harassing;
2. terminate the comments of any speaker whose remarks are abusive, defamatory or designed to disrupt the meeting;
3. request the speaker to leave the meeting when that person does not observe reasonable decorum or is disruptive to the conduct and/or orderly progress of the meeting; and
4. request the assistance of security or law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting.[4]

Noteworthy events

2015: Recall effort against board members

A recall effort against board members Cecelia Adams and Lisa Sobecki was discussed in December 2014. Though recall supporters said they would actively pursue a recall in January 2015, it never went to the ballot. While several reasons for the recall were given at the time, proponents focused on the firing of district administrators Ronald Spitulski and Sandra Meeks-Speller.[10]

The terms of both Adams and Sobecki were set to expire at the end of 2015. Adams resigned from the board in April 2015 after getting appointed to the Toledo City Council.[11] Sobecki did not seek re-election in the general election on November 3, 2015.[12]
