The Alabama Bond Indebtedness, Amendment 21, also known as Amendment 21, was on the ballot in Alabama on December 11, 1951, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed to amend the constitution. The amendment proposed that the governing body of Franklin County shall have authority to become indebted and to issue and sell interest bearing general obligation bonds, warrants, notes or other obligations or evidences of indebtedness in a principal amount not to exceed $50,000 for the purpose of constructing a County agricultural building and for purchasing land on which to construct such building.[1]
