Washington: On November 18, Judge Kenneth L. Cowsert retired from his service on the Snohomish County Family Drug Court. Judge Cowsert, age 66, was hired as a prosecutor by the county in 1985, he joined the court in 1999. Judge Ellen J. Fair of the court said of him, "I know he's loved and enjoyed being a judge. I don't know if it has compared to the joys of being a prosecutor. I think that was his first love. He was such a good advocate."[1]
