The Alabama County Economic Development, Amendment 23, also known as Amendment 23, was on the ballot in Alabama on December 9, 1969, as a legislatively referred constitutional amendment. It was approved. The amendment proposed to amend the constitution. The amendment proposed that each city in Pickens County would be authorized to purchase and manipulate all kinds of property for the purpose of promoting the economic development. The cities would be authorized to invest, lend credit or grant public money for such endeavors. Furthermore, they would be authorized to levy and collect a tax for the payment of securities. The above economic development must be first approved by a majority of electors in each municipality.[1]
