The Rhode Island Libraries, Constitutional Amendment 11, also known as Question 11, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred constitutional amendment. It was approved. The state legislature was tasked with promoting public libraries and their services.[1]
