This measure sought to annex a Fruitland quarry owned by Heartland Materials into the city. Those opposed noted that the people near the quarry who would be annex would not get to vote on the issue and have questioned the legality of the measure. But those in favor noted that this was just allowing for the city to continue to grow and would have added tax money into the City budget.[2]

Shall the City Limits of the City of Jackson in the County of Cape Girardeau, State of Missouri, be extended so as to embrace and include all that part of said County of Cape Girardeau belonging to Heartland Materials, LLC; Joe Hoffmeister; Hoffmeister Farms Limited Partnership, L.P.; and Hoffmeister Real Estate, L.L.C.; and lying within the following boundary lines...[3][4] |
