This measure sought to replace an expiring school levy with one set at a rate of $3.90 per $1,000 of assessed property value for a period of two years which will pay for general fun needs in the district such as textbooks, classroom supplies, arts and athletics.[2]

The question on the ballot:
| The Board of Directors of Monroe School District No. 103 approved Resolution No. 13-2011 concerning a proposition for a replacement levy for education. This proposition would authorize the District to levy the following excess taxes, in place of an expiring levy, on all taxable property within the District, to maintain current educational program funding levels and support the District’s educational programs and operations: Collection Year: 2013-2014; Approximate Levy Rate/$1,000 Assessed Value: $3.96, $4.19; Levy Amount: $15,500,000, $16,400,000. All as provided in Resolution No. 11-36. Should this proposition be approved?[3][4] |
