PROPOSED AMENDMENT TO THE CONSTITUTION OF THE STATE OF ARIZONA AMENDING THE CONSTITUTION BY THE ADOPTION THERETO OF A NEW ARTICLE RELATING TO THE ESTABLISHMENT OF A MERIT SYSTEM OF PERSONNEL ADMINISTRATION, ESTABLISHING STATE AND COUNTY PERSONNEL DEPARTMENTS WITH POWERS TO CLASSIFY ALL POSITIONS IN THE STATE AND COUNTY CLASSIFIED SERVICES ACCORDING TO THEIR RESPECTIVE DUTIES AND RESPONSIBLITIES, TO ESTABLSIH RATES OF COMPENSATION FOR ALL CLASSES OF POSITIONS THEREIN, TO DETERMINE BY COMPETITIVE EXAMINATION THE QUALIFICATIONS OF ALL CANDIDATES FOR POSITIONS IN SUCH SERVICES, TO MAKE RULES AND REGULATIONS COVERING ALL PERSONNEL TRANSACTIONS, TO REGULATE ALL CONDITIONS OF EMPLOYMENT; DEFINING THE CLASSIFIED SERVICE; PROVIDING FOR THE ADMINISTRATION OF THE POWERS OF THE DEPARTMENT BY PERSONNEL DIRECTORS, PROVIDERS OF THE DEPARTMENT BY PERSONNEL DIRECTORS, PROVIDING FOR ANNUAL APPROPRIATIONS TO ENABLE THE DEPARTMENTS TO EXECUTE SUCH POWERS, AND ENABLING OTHER POLITICAL SUBDIVISIONS OF THE STATE TO ESTABLISH MERIT SYSTEMS OF PERSONNEL IN THEIR RESPECTIVE JURISDICTIONS.
