Ballot title
The ballot title for Guarantees of High Education Loans Amendment was as follows:
| “ | Proposing to amend Article VI of the Constitution by adding Section 5 to increase opportunities for higher education by providing for guarantees of loans to residents of the state to assist them in meeting expenses of attending institution of higher education, to provide for payment of such guarantees, to authorize enactment of and to validate laws for such purposes, and to validate appropriations of moneys to carry out the purposes of such laws. | ” |

A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 60 votes in the Ohio House of Representatives and 20 votes in the Ohio State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
