My name is Eugene Boikai and I am seeking your support to become the next councilman for the 12th District for the Baltimore City Council. I am a proud father of four and a blue-collar community member who has devoted his life to building a better District 12. I have worked predominantly in construction and have devoted much of my free time to volunteering in Baltimore's Eastside neighborhoods. I regularly mentor youth in the Eastside community in addition to supporting District 12's elderly residents by taking on minor construction projects in their homes.


District 12 is Baltimore's most central district covering Remington and Old Goucher neighborhoods on its northside and Perkins Homes and Jonestown on its southside. Like many residents of the 12th District, I am tired of the doublespeak and fake promisses. Our city's residents are hurting and we need REAL change in city hall.

Rampant corruption, indifference, gentrification, and unaccountability has left many of Baltimore Eastside neighborhoods in disrepair. We need someone with integrity who will work hard and never forget about the least of our brothers and sisters. I know that I am that person and thereby ask for your vote.

On November 3rd, vote Eugene Boikai for District 12, Baltimore City Council.
  • Corruption: Stop the pay-to-play politics. Let's end corruption and unaccountability.
  • Housing Affordability: We need to help folks stay in their homes, build up their homes, and avoid foreclosure due to higher taxes/gentrification.
  • Public Safety: Gun violence is outta control in many District 12 neighborhoods.
I am running for Baltimore City Council, District 12 because it is time for real people to step up and help put this city back on track. I've lived in Baltimore for most of my life and have seen a lot of things happen that as a parent, taxpayer, and homeowner, upset me. It is time for a change.

For years, I've seen too many folks heading to city hall to provide kickbacks to their campaign donors or to line their own pockets, but nothing ever changes in neighborhoods throughout my district. The result: more crime, fewer jobs, more vacant homes, and more of the same false promises.

To change this, I want to use my management skills to draft blueprints/strategies on how to better District 12, talk to potential employers, and work in partnership with neighborhood associations, local police departments, and school administrators. I want to address three core issues: corruption, crime, and infrastructure.

Right now, folks in my district are hurting. They have no jobs, limited skills to get new jobs, rising utility bills, and dilapidated neighborhoods. This is made worse with the coronavirus pandemic. We cannot afford to have a councilperson that is far removed from the realities facing folks in my district.

We need someone who understands us; I know that I am that someone. I want to lead. I want real change.
The Bible because it changed my life--and gives me and folks like me--hope, guidance, and inspiration.
