New Hampshire's 1st Congressional District was a battleground district in 2016. Carol Shea-Porter (D) defeated incumbent Frank Guinta (R), Robert Lombardo (L), and businessman Shawn O'Connor (I) in the general election on November 8, 2016. This election marked the fourth contest between Guinta and Shea-Porter, who alternately won against one another in elections for this seat since 2010. Guinta defeated Republican challengers Jamieson Gradert, Rich Ashooh, Michael Callis, and Robert Risley in the Republican primary on September 13, 2016. He was a member of the NRCC's Patriot Program, which was designed to assist vulnerable Republican incumbents seeking re-election.[3][4][5][6][7][8][9][10][11][12][13][2]

  • Debt & Deficit: When I was in high school, the national debt was around $2 trillion. Now, my kids are in high school, and the debt has exploded to $19 trillion. Worse, the interest we pay on the debt - about $230 billion per year - is the fastest growing part of the federal budget. Washington's addiction to chronic deficit spending must stop. Creating and maintaining fiscal discipline will not be quick, easy, or painless. But it is vital to our economy and to our future.
  • Job Creation: Our economy is struggling when it should be surging. To restore our economy we must lower taxes, eliminate wasteful bureaucracy, over-regulation, and red tape. A more competitive tax environment and less-burdensome regulatory regimen will unleash the power of private enterprise and free markets to spur innovation and investment in our economy.
  • Tax Reform: The U.S. tax code is a mess. Taxpayers are frustrated and our economy is strangled. I support a flat, fairer tax code which eliminates loopholes and lowers the rate for capital gains and corporate taxes - all steps which unleash economic growth and help create jobs. By eliminating loopholes which lobbyists can exploit we can lower the tax burden on individuals and encourage investment in our economy.
  • National Security: We live in a dangerous world where individuals and organizations around the globe seek to harm Americans and our allies simply because of the freedoms we enjoy. Regrettably, American leadership in the world has eroded causing our allies to lose faith and our adversaries to become bolder. With my background in the defense industry I have the knowledge and expertise needed to help shape a proactive national security policy that keeps us safe at home and protects our interest abroad.
  • The Heroin & Opiate Crisis: Coordination among law enforcement at all levels of government must continue to strengthen to stem the tide of the heroin and opiate crisis. Key to these efforts is the involvement of those who provide critical rehab and recovery services. Congress should do everything it can to foster that kind of collaboration. Moreover, we need to recognize that these drugs are flowing into NH not just from Massachusetts, but that they are originating from our southern border with Mexico. This only strengthens the case for the need to fully address security at our borders.
