Thomas Sumpter was the District 3 representative on the Pittsburgh Public Schools school board in Pennsylvania. He was initially elected to the chamber in 2005 and won re-election on November 5, 2013. Sumpter did not seek re-election in 2017.

Sumpter grew up in Pittsburgh and attended schools in the district. He has a B.A. in social relations from Carnegie Mellon University. He did graduate work at the School of Urban and Public Affairs at Carnegie Mellon University and the Graduate School of Urban Planning at Morgan State University. He also earned a certificate of completion from Columbia School of Broadcasting. Sumpter worked for state government in West Virginia from 1976 to 1979. He returned to Pittsburgh and began working for the United States Department of Housing and Urban Development. He worked as a community planning and development representative, an environmental officer, a control file subsystem supervisor, an affordable housing specialist, a rehabilitation management specialist, and an environmental protection specialist before retiring in 2004. Sumpter has served as the elected Allegheny County Democratic Party Male Member for the 5th Ward District 8 in the City of Pittsburgh. He has also served as chair of the Allegheny County Democratic Black Caucus and has been a member of Carrone Baptist Church.[1]
