As of 2016, the IUOE Local 3 (International Union of Operating Engineers, Local 3) was a 501(c)(5) labor union based in Alameda, California. The union served California, Hawaii, Utah, and Nevada and was a chapter of the International Union of Operating Engineers, a labor union made up of operating engineers, stationary engineers, nurses and healthcare industry employees, and employees in the petrochemical industry. The union is also an AFL-CIO union.[1][2]
IUOE Local 3 participated in the larger government advocacy and lobbying efforts of the International Union of Operating Engineers, which advocated on issues including including infrastructure, retirement security, healthcare, and the prevailing wage.[3]
Mission
The IUOE website describes the union's mission, saying, "Representation is the core of IUOE’s mission. From ensuring protections of prevailing wages on public projects, to alleviating healthcare costs through coalition building, to improving our contractors’ competitiveness, IUOE has and will continue to be tirelessly dedicated to the common interests of its members."[1]
Background
As of 2016, the IUOE Local 3 was a 501(c)(5) labor union based in Alameda, California that served California, Hawaii, Utah, and Nevada. The union was a local chapter of International Union of Operating Engineers, which was a part of the AFL-CIO.[1] The union represented a wide range of employees from different sectors of the economy; it represented operating engineers, who are heavy equipment operators, mechanics, and surveyors in the construction industry, stationary engineers, who work in operations and maintenance in building and industrial complexes, and in the service industries, nurses and other health industry workers, and employees in the petrochemical industry.[2]
IUOE Local 3 was formed in 1939. As of 2016, Local 3 had 35,000 members.[1]

According to the IUOE website, the union aimed to protect the interests of its members through collective bargaining, legislative action, and training.[5]
Trust fund benefits
The IUOE operated three funds for the benefit of its members. The health and welfare fund provided eligible members and dependents with medical, drug, vision, and dental coverage. The pension fund provided retirement funds for eligible local members who work with contributing employers. The annuity fund provided supplemental funding to IUOE Local 3 retirees.[6]
Representation
The IUOE Local 3 website stated that the union represents members "on the job, at the negotiating table and in the political arena." Representatives of IUOE Local 3 aimed to increase the local's share of the markets in which their members work.[7]
Training
IUOE Local 3 offered both entry-level and specialty training to union members in fields such as construction equipment operation, heavy duty repairs, inspections, crane operator certification, Class A driver training, and more.[8]
Scholarships
IUOE Local 3, through its scholarship foundation, offered two types of scholarships. Twenty-five $1,000 merit scholarships were annually awarded to children of Local 3 members. Merit scholarship winners were selected through a raffle drawing. These scholarships must be used for study at any accredited college or trade school. Three Academic Scholarship applicants who are children of Local 3 members were awarded scholarships based on academic performance.[9]
Credit Union
As of 2016, IUOE Local 3 members could join a member-owned and member-operated credit union, OE Federal. At OE Federal Credit Union, members had access to savings and checking accounts, insurance and travel discounts, financial wellness services, and other services.[10]

Noteworthy events
In 2013, five plaintiffs filed a class action lawsuit against more than 60 leaders of the IUOE and IUOE Local 3 for legal fees and compensation and assurance that the union is “not run by dishonest embezzlers, extortionists and criminals who victimize their members through theft, threats, assaults and misuse of union assets in gross violation of the high fiduciary standards.” In filing the suit, the plaintiffs claimed that IUOE and IUOE Local 3 had ties to criminal organizations, participated in unlawful financial transactions, and solicited murders. Mark Kyle of the Operating Engineers Local 3 called the accusations “baseless, libelous, ludicrous and fictitious.”[18]
The majority of claims made in the lawsuit were dismissed in 2014 while the remaining claims were rejected in July 2016.[19][20]
