The ballot title for Measure Nos. 304-305 was as follows:
“ | DECLARING IT TO BE THE POLICY OF GOVERNMENT OF THE STATE OF ARIZONA THAT IN ORDER TO FIX RESPONSIBLITY AND TO PROMOTE EFFICIENY IN THE ADMINISTRATION OF STATE GOVERNMENT, ALL STATE OFFICERS WHO ARE NOT ELECTED BY THE VOTE OF THE PEOPLE, OR WHOLE APPOINTMENT AND TERM OF OFFICE ARE NOT OTHERWISE PROVIDED BY THE CONSTITUTION, SHALL BE APPOINTED BY THE GOVERNOR AND THAT THE TERM OF OFFICE OF SUCH STATE OFFICERS SHALL BE COTERMINOUS WITH THE TERM OF OFFICE OF THE APPOINTING GOVERNOR; AND THAT THE TERM OF OFFICE OF EACH SUCH STATE OFFICER WHO SHALL BE IN OFFICE ON THE DATE ON WHICH THIS ACT SHALL TAKE EFECT, SHALL TERMINATE ON THE FIRST MONDAY IN JANUARY, 1939. | ” |
