Samuel ran for election to the Jefferson County Court at Law.
Primary: He was successful in the Democratic primary on March 4, 2014, receiving 42.7 percent of the vote. He competed against Jimmy D. Hamm and Terrence L. Holmes.
Runoff: Because no candidate received more than 50 percent of the vote, Samuel faced Holmes in a runoff election on May 27, 2014. He was defeated, earning 38.7 percent of the vote.
