Governors and state agencies in all 50 states issued at least one order declaring emergencies related to the COVID-19 pandemic. These orders allowed officials to access resources unavailable to them during non-emergencies—like stockpiles of medical goods—and to temporarily waive or suspend certain rules. As of March 10, 2022:

  • COVID-19 emergency orders had expired in 28 states and were active in 22 states.
  • Of the 14 states with a Democratic trifecta, 10 had active COVID-19 emergency orders. In four states, COVID-19 emergency orders had expired.
  • Of the 23 states with a Republican trifecta, seven had active COVID-19 emergency orders. In 14 states, COVID-19 emergency orders had expired.
  • Of the 13 states with divided government, five had active COVID-19 emergency order. In eight states, COVID-19 emergency orders had expired.
