Dwayne Smith holds the District 8 seat on the Robeson County school board in North Carolina. He won re-election on May 6, 2014.

Smith was targeted in an unofficial recall effort in 2017. The group Concerned Citizens of Robeson County petitioned state legislators to introduce a law allowing recalls in January 2017. The petition was started in response to the board's 6-4 vote to buy out former Superintendent Tommy Lowry's contract and replace him with a Virginia educational consultant without prior notification to the community. Smith was one of the six board members to vote in favor of the buyout and would have been targeted for recall if the legislature had changed the state's law.
