The Kentucky Legislative Review of Executive Regulations Amendment did not qualify for the November 8, 2016 ballot in Kentucky as a legislatively referred constitutional amendment. The measure, upon voter approval, would have empowered the Kentucky General Assembly to review, approve or disapprove any administrative regulation of an officer or agency of the executive department. A regulation disapproved by the assembly would have been rendered void and unenforceable.[1]

The proposed measure would have appeared on the ballot as follows:[1]
“ | Do you agree that a government regulation issued without the final approval of the General Assembly may be voided by the General Assembly, or an agency or committee it creates or designates?[2] | ” |
Constitutional changes
The proposed amendment would have amended Section 29 of the Kentucky Constitution. The following underlined text would have been added by the proposed measure's approval:[1]

The amendment needed to receive a 60 percent supermajority vote in both chambers of the Kentucky General Assembly to be placed on the ballot.
On January 9, 2015, the Kentucky Senate passed the amendment, with 24 senators voting in favor and 11 voting against.[1]
The 2015 legislative session ended on March 25, 2015, without the legislature passing the amendment.[3] Sponsors did not reintroduce the amendment during the 2016 legislative session.
