Five seats on the New Britain Board of Education were up for election on November 5, 2013. Six candidates sought election to the board. Judy Greco, Sharon Beloin-Saavedra, Daniel Davis, Nick Mercier and Daisy Sanchez defeated Stacey Rosado to win five at-large seats.

New Britain Public Schools is located in Hartford County in central Connecticut. The population of New Britain was 73,206 according to the 2010 U.S. Census.[1]
Demographics
New Britain lagged behind the rest of Connecticut based on median income, poverty levels and higher education achievement in 2010. The 2010 U.S. Census found the median income in New Britain was $39,838 while the state median income was $69,243. The city's poverty rate was 20.9% compared to the state's 9.5% poverty rate. The percentage of city residents over 25 years old with undergraduate degrees (17.5%) was lower than the state average (35.7%).[1]

Method of board member election
The New Britain Board of Education consists of ten members who are elected at-large to four-year terms. The Democratic and Republican Town Committees in New Britain endorsed three candidates each in July 2013 for the board elections. Five seats were up for election on November 5, 2013 and five seats will be on the ballot on November 3, 2015.
State law requires a minimum of three seats to be held by minority parties following each election.[3] The composition of the board heading into the November 2013 election was six Democratic members and four Republican members. On November 5, 2013, voters were able to choose any three candidates on the ballot regardless of party. The five candidates who received the most votes won election to the board.

Forums
The Connecticut League of Women Voters hosted a candidate forum featuring all six candidates at Trinity on Main on September 30, 2013. Sharon Beloin-Saavedra cited the district's investments in STEM education, Advanced Placement courses and a health academy during her time in office. Nick Mercier criticized the district for increasing money for salaries and benefits while sacrificing classroom resources. The candidates had a discussion about Superintendent Kelt Cooper's policy of increasing penalties for students who use profanity at school. Judy Greco and Daisy Sanchez advocated in-school punishments for profanity to reform behaviors and prevent unsupervised absences. Mercier, Daniel Davis and Stacey Rosado were more favorable to Cooper's approach, noting that students needed to be punished for inappropriate behavior. Beloin-Saavedra stated that the board was working with Cooper to develop methods of supervising students on suspension.[4]

Campaign finance
No contributions or expenditures were reported during the election, according to the Connecticut State Elections Enforcement Commission.
What was at stake?
Five seats were at stake in the 2013 election. Incumbent Democrats Sharon Beloin-Saavedra and Judy Greco were on the ballot. Both candidates were successful in their re-election bids. The New Britain Democratic Town Committee endorsed newcomer Daisy Sanchez for the 2013 election, who also won a seat on the board. Daniel Davis, Nick Mercier and Stacey Rosado received the endorsement of the New Britain Republican Town Committee. Only Rosado did not win a seat on the board. Current members Paul Carver, Anthony Kane and Luisa Leal did not file for re-election.

Additional elections on the ballot
The New Britain Board of Education elections shared the ballot with other local elections. Residents of New Britain voted for mayor, 15 seats on the Common Council, three seats on the Board of Assessment Appeals, eight Constables, Tax Collector and Treasurer.[6]
