The New York Debt in a Economic Recession, Amendment 5, also known as Proposed Amendment No. 5, was on the ballot in New York on November 7, 1961, as a legislatively referred constitutional amendment. It was defeated. This measure would have authorized "the contracting of a state debt for two or more specific purposes in event of general economic recession."[1]
