The North Dakota Federal Land Bank Taxation, also known as Measure 3, was on the November 8, 1988 ballot in North Dakota as a legislatively referred constitutional amendment, where it was approved.[1] The measure provided that property of the United States is subject to state and local property taxes if Congress has waived exemption of the property to allow imposition of property taxes. It also stated that state oil and gas taxes or other taxes could be imposed in lieu of property taxes on minerals or property owned by the federal land bank and relating to taxation of state or local government property if exemption of the property is waived by the legislative assembly.[2]
