North Dakota State-Operated Lottery Initiative, Measure 3 (1988)

The North Dakota State-Operated Lottery Initiative, also known as Measure 3, was on the June 14, 1988 ballot in North Dakota as an initiated constitutional amendment, where it was defeated.[1][2] The measure would have empowered the legislative assembly to establish a state-operated lottery, the net proceeds of which would have gone into the general fund. The lottery could have been either operated separately by the state or jointly or in cooperation with one or more other states.[3]

Text of measure
Constitutional changes
The proposed measure would have removed the following crossed out text and added the underlined text to amend Section 25 of Article XI of the North Dakota Constitution to read as follows:[3]
