The North Dakota State Medical Center Mill Levy Referendum, also known as Amendment 3, was on the September 2, 1980 ballot in North Dakota as a legislatively referred constitutional amendment, where it was defeated.[1] The measure would have repealed a one mill levy on all taxable property for the state medical center at the University of North Dakota.[2]
