Ballot title

The ballot title for Measure Nos. 330-331 was as follows:

CONSTITUTIONAL AMENDMENT PROVIDING EQUITABLE TAXING METHOD FOR USE OF HIGHWAYS - Purpose: That Article IX of the Oregon constitution be amended by adding section 3a, providing that after July 1, 1953, all taxes fees, licenses, assessments or charges levied directly or indirect for the use of free public highways, roads, streets and bridges shall be assessed equitably and fairly in order that each type of vehicle shall pay its proportionate share of highway costs, such levies to consist of registration fees based on weight and fuel tax based on gallonage. No such fees or taxes shall be levied, assessed or collected by any city, town, county or political subdivision of this state.
