The Rhode Island Mental Health, Retardation and Hospitals Question, also known as Question 3, was on the ballot in Rhode Island on November 8, 1988, as a legislatively referred bond question. It was approved. The measure authorized $29,142,500 in bonds for mental health facilities, special needs facilities and hospitals.[1]
