The Rhode Island Sewerage and Water Supply Failure Fund, Proposal 9 was on the ballot in Rhode Island on November 6, 1984, as a legislatively referred bond question. It was approved. The measure authorized up to $5 million in bonds to provide financial aid to homeowners needing to fix failed septic or water systems and grants to municipalities to extend their sewer and water supply lines.[1]
