Biography

After Judge Lowe graduated from Plymouth-Salem High School, he attended Hillsdale College, where he received his undergraduate degree. He later received his law degree from Thomas M. Cooley Law School. When Judge Lowe began on the 35th District Court, he was involved with: the creation of the Domestic Violence program, the creation of Law Day activities, the expansion of outreach programs, the drafting of juvenile court procedures, and the implementation of a formula for the payment of indigent attorney fees.

Later in his judicial career, he was involved with: the creation of the Teen Court, the creation of citizens feedback processes, the implementation of the Victim’s Impact Panel, the implementation of the CATCH and ignition interlock programs for drunk drivers, the expansion of the work detail program and the Adopt A Road program, the use of alternative dispute resolution options by the Detroit Bar Association, the review and modification of many of the court’s standard forms and the planning for the new 35th District Court building.[1]

Judges of the Michigan District Courts are each elected to six-year terms.[4] The elections for this court are nonpartisan contested elections. To serve on this court, a judge must be a qualified elector of the district, licensed to practice law in the state, under the age of 70, and have five years of experience practicing law.
