Tennessee Fine Limits, Amendment 2 (2002)
Tennessee Amendment 2, also known as the Fine Limits Amendment,  was on the November 5, 2002 ballot in the state of Tennessee as a legislatively referred constitutional amendment, where it was defeated. 
Election results
Note: Although Amendment 2 received a majority of the vote cast for or against it, it failed to receive affirmative votes equal to 50% of the gubernatorial vote (a requirement for passing constitutional amendments in Tennessee). The threshold for passage in 2002 was 826,584 votes.

Constitution Amendment #2
Shall the Tennessee Constitution be amended by deleting Article VI, Section 14, in its entirety and by substituting instead the following:
- Sec. 14. The General Assembly shall prescribe the maximum fine that, absent waiver, may be assessed without a jury.
