Utah Initiative C was on the ballot as an initiated state statute in Utah on November 2, 1976. It was defeated.

A "yes" vote supported imposing a five-year annual budget max of $915,300,000 and provide that any budget surplus be applied first to the state debt and then to a tax reduction schedule. 

A "no" vote opposed imposing a five-year annual budget max of $915,300,000 and provide that any budget surplus be applied first to the state debt and then to a tax reduction schedule.

Ballot title

The ballot title for Initiative C was as follows:

Should a law be adopted, the purpose of which shall be:

  1. To impose a five-year annual budget ceiling of $915,300,000 beginning with the fiscal year 1977-78 with a corresponding requirement that the receipt of federal revenues be completely phased out by the fiscal year 1982-83, and

  2. To provide that any budget surpluses be applied to the retirement of state indebtedness and thereafter a tax reduction schedule be adopted.
